Fire is unusable when on charge

When my fire HD is on charge, it seems to disrupt the touch screen.
I touch the screen in one place, and it thinks I've touched it somewhere completely different.
This has happened since I first got it, but the reason I'm asking today whether such behaviour is normal, is to try an find out if me Kindle is unusual. I had assumed that this was normal since it has done it from day 1 regardless of which charger I used.

A couple of nights ago the battery was down to 1%. I  plugged it onto my Desktop PCs USB port and left it charging overnight.
When I cam back to it the next morning it wouldn't boot up. It just got stuck on the "Fire with the dots underneath"  screen.
I tried turning it off and on again, and leaving it for two hours. - Still Fire/ dots.
In the end I had to reset to factory settings.
No point is calling Amazon. I can't understand them, and they don't seem to understand anything (that view is based on a number of past experiences)

Thanks
