The few remaining survivors of the camps were ancient, as were the Nazis; the Nazi-hunting organisation that Julian belonged to appeared to have faded away as the public appetite for pursuing justice diminished. But the outrage at what had happened to him, his friends and his future wife, was still driving him but, as you say, the petty things he was able to do scarcely seemed like a satisfying revenge.
